Transparency of inter-municipal solid waste consortia and the promotion of social management

Abstract

Waste management requires substantial investment, necessitating the formation of inter-municipal consortia to provide this service. Studies on the subject have primarily focused on economies of scale and the political aspects of such cooperation. Therefore, this study addresses the transparency of public consortia, aiming to evaluate transparency conditions and social oversight in the North and Southeast regions. Given that these regions represent, respectively, the largest and smallest in Brazil in economic terms, comparing their data was deemed pertinent. After consulting the National Confederation of Municipalities website to identify registered consortia, the researchers examined the consortia's own websites for information regarding location, contact details, organizational structure, operations, and management. The results reveal disparities in transparency levels across all analyzed categories.
