Special areas of interest and environmental licensing: a study in Sobral/CE

Urban zoning and environmental licensing are fundamental instruments for territorial planning and management in cities. This article analyzes the influence of urban zoning on environmental licensing practices in the municipality of Sobral/CE, with emphasis on the implications arising from the regulation of Special Zones of Interest (ZEIs). The methodology adopted is based on a qualitative-quantitative approach, grounded in the documentary analysis of municipal legislation, secondary data on licenses issued by the Municipal Environmental Agency (AMA) between 2018 and 2023, and spatial analysis of the ZEIs. The results indicate the consolidation of an integrated system of urban planning and environmental management, the institutional strengthening of the AMA, and the differentiated influence of the ZEIs on licensing processes. It is concluded that urban zoning plays a strategic role in municipal environmental licensing, although institutional and procedural challenges persist.
