Legal and operational challenges in implementing Law n. 14.811/24: a study on cyberbullying protection in Brazil

The present article investigates the challenges in the implementation of Law 14.811/24, aimed at combating cyberbullying in Brazil. The research identifies three main challenges: the insufficiency of infrastructure and resources in responsible institutions, the need for adequate training for teachers and educational teams, and the inherent legal complexities in defining and distinguishing between cyberbullying and freedom of expression. The analysis also covers legal and social implications, highlighting the need to balance the protection of victims with individual rights. It emphasizes the importance of preventive and protective measures, especially for vulnerable groups such as children, adolescents, people with disabilities, and ethnic minorities. The methodological approach includes a review of specialized literature and an analysis of educational campaigns, with a focus on initiatives by the Brazilian Association of Psychiatry and the Federal Council of Medicine. It concludes that, for the law to be effective, a joint effort involving integrated public policies, inclusive educational programs, and social awareness actions is necessary, aiming to create a safe and inclusive digital environment.
