Shared technological innovation center: a legal model for innovation in the AMOSC region

The adoption of technological innovations in public service is essential, but small municipalities face challenges due to structural and procedural limitations. In the western region of Santa Catarina, the Association of Municipalities of Western Santa Catarina (AMOSC), mostly composed of municipalities with fewer than 10,000 inhabitants, exemplifies this challenge. This research investigates how a shared technological innovation hub among the region's municipalities can contribute to municipal innovation. The study proposes a legal model for a technological innovation hub, based on bibliographic and documentary research, as well as interviews with municipal officials to map demands in the area. The proposal aims to structure a collaborative environment that reduces regional disparities in the production of and access to innovation, and drives the region's socioeconomic development. It is concluded that a shared innovation hub can facilitate access to technology, strengthen the relationship between innovation agents and local governments, and drive innovative solutions in municipal and regional public management.
