The world is going through rapid and constant changes due to the era of innovation and technology. Not long ago, entrepreneurship was uncommon for recent graduates, but with the new economy and internet entrepreneurs, social networks and startups, young entrepreneurs can achieve success in a short time. Business incubators act as facilitators for the development of innovative ideas, providing support and resources. The period before incubation, in which the idea of entrepreneurial growth is still in its initial phase, can be covered by pre-incubators. They constitute a tool for promoting interaction between the market, government, universities and entrepreneurs, strengthening the connection with society. The object of study of this research is to develop the planning of the pre-incubation program at the UNIHUB pre-incubator at the State University of Western Paraná – Unioeste. To prepare the program planning, meetings were held with members internal and external to the University and the Brainstorming tool was used to capture ideas, based on the Cerne methodology. After several contributions, the program was divided into three phases, phase A for awareness and selection, phase B for the development of the enterprise and phase C for the formalization of the enterprises. The program was planned jointly with several local entities, promoting entrepreneurial culture and serving as a basis for pre-incubation programs at other universities and organizations with similar objectives.
Key words: innovation; entrepreneurship; pre-incubation; cerne.
