Evaluation of reports of accumulation of animals and useless materials in Ponta Grossa – PR

Abstract

Hoarding disorder is characterized by the constant acquisition of objects and/or animals and by the difficulty in discarding belongings. Reports from neighbors are the main means by which public authorities identify hoarding cases, which generate conflicts within the community and suffering for the hoarder. The aim of this study was to analyze the complaints registered with the Ombudsman of the Municipal Health Foundation of Ponta Grossa, identifying the most affected neighborhoods, the main types of hoarding, the associated problems, and assessing the referrals to the sectors involved. The total sample of the research consisted of 20 complaints. The analysis of the variables was carried out using absolute (n) and relative (%) frequency. The neighborhoods with the highest number of records in the ombudsman’s office were Uvaranas, Contorno, Oficinas, Cará-Cará, and Boa Vista. However, population density and the presence of elderly residents in these neighborhoods do not appear to be directly related to the higher number of records. It was observed that the largest number of reports to the ombudsman occurred in situations considered unpleasant by complainants, such as the hoarding of useless materials, which favored the presence of synanthropic animals and the emission of foul odor. Most of the reports were referred to the Zoonoses sector, with no mentions of the Psychosocial Care Center. Among the closed complaints, only one-third were confirmed as true. The information presented is essential to guide integrated, data-driven public policies focused on mitigating the environmental and social impacts of hoarding disorder.

    He holds a degree in Veterinary Medicine from the Campos Gerais Higher Education Center (2018). He is a resident in Public Health at the Campos Gerais Higher Education Center (2021), where he worked in the health sectors of the municipality of Ponta Grossa, performing work related to public health. In 2020, I began a postgraduate course in Health Surveillance and Food Quality at Dom Alberto College. I have experience in the food sector, with an emphasis on UIC - INDUSTRIAL MEAT UNIT. Lecturer at UNIFAESP College, teaching Fundamentals of Anatomy, Anatomy of Domestic Animals, and Biophysics and Cytology in the veterinary medicine course.

    Resident in Geriatric Health - Regional University Hospital of Campos Gerais - PR (State University of Ponta Grossa - PR) Master's degree in the Interdisciplinary Graduate Program in Community Development from the State University of the Midwest (UNICENTRO - IRATI - PR). Bachelor's degree in Social Work from the State University of Ponta Grossa (UEPG) with specialization in Public Health from the Center for Continuing Education (NEP - FMS) in Ponta Grossa, PR.

  • Marilia Cristina Pinto, Universidade Federal do Paraná (UFPR)

    Veterinary Doctor graduated from the Federal University of Paraná (2011-2016). Specialist in Veterinary Medicine of the Collective (2017-2019) from the Federal University of Paraná and in Collective Health from the Municipal Health Foundation of Ponta Grossa (2019-2021). Master's degree in Veterinary Sciences from UFPR (2022-2023), currently a doctoral student in the Graduate Program in Veterinary Sciences at UFPR, research area: single health. Works mainly in the areas of Public Health, Family Health, Epidemiology, and Collective Medicine.

  • Ítalo Castanho Duarte, Universidade Estadual de Ponta Grossa (UEPG)

    Geographer graduated from UEL (2021) and specialized in lato sensu postgraduate studies in Rural Economics at Unioeste (2023) and in Environmental Engineering and Management at UEPG (2025). He has been working with Geographic Information Systems (GIS) and Environmental Analysis since graduating in Geography, participating in the junior company of the course, TerGeo Jr (2018); as an intern at CMTU (2019), an agency of the municipality of Londrina; later as a technical resident at Adapar (2021) and also as a technical resident at IAT (2023), agricultural and environmental protection agencies, respectively, in the State of Paraná. Experience as a freelancer in the areas of environmental expertise, georeferencing of rural properties, and the creation of thematic maps and geospatial data. Extensive knowledge and proficiency in software such as ArcGIS PRO, QGIS, and Google Earth Engine. His main areas of interest, research, and practice include: 1. GIS; 2. Geoprocessing; 3. Remote Sensing; 4. Environmental Analysis; 5. Land Use and Land Cover Dynamics; and 6. Environmental Impact Study and Report (EIA/RIMA).

  • Julia Arantes Galvão, Universidade Federal do Paraná (UFPR)

    She holds a degree in Veterinary Medicine from the Federal University of Paraná - Palotina Campus (2005), residency (2008), master's degree (2010), and doctorate (2013) in inspection of animal products from the São Paulo State University Júlio de Mesquita Filho. She is currently a professor in the Department of Veterinary Medicine at UFPR, where she coordinates the Laboratory for Food Quality and Safety Control (LACQSA). She has experience in the inspection and microbiology of animal products.

    He holds a degree in Veterinary Medicine from the State University of Santa Catarina (1995), a specialization in Clinical Medicine and Surgery from the State University of Santa Catarina (1999), and a master's degree in Public Health from the Oswaldo Cruz Foundation (2002). He holds a PhD in Veterinary Sciences from UFPR (2019). He is currently an adjunct professor at the State University of Ponta Grossa (UEPG), a lecturer in the Graduate Program in Applied Social Sciences at UEPG, and an INEP-MEC evaluator. He has experience in the areas of veterinary medicine, public health, public health policy, and integrated health care.
